Built for Smarter, Faster Decisions
As infrastructure owners face growing complexity—from climate resilience to digital transformation—the ability to make fast, informed, and accountable decisions is more important than ever.
Decision Intelligence Platforms (DIPs) are a new class of software that combine data, AI, and expert knowledge to support and improve how organisations make critical choices. These platforms are designed not just to crunch data, but to help teams collaborate, test options, and make decisions that are explainable, consistent, and traceable.
For infrastructure operators in water, energy, and transportation, DIPs unlock value by helping teams navigate trade-offs and act decisively under uncertainty.

Meet the Co-Founders Behind Quantellia-DI
Quantellia-DI was founded by two experienced leaders in infrastructure and technology — Andrew Titley (Andy) and Andrew Ritchie (Drew) — with a shared vision to transform how critical infrastructure decisions are made.
Together, they bring over 60 years of combined experience across sectors like energy, water, transportation, and telecommunications, leading high-value projects globally and navigating regulatory, commercial, and operational complexity with clarity and purpose.
Their mission is to help infrastructure organisations make smarter, faster, and more resilient decisions through explainable, AI-driven decision intelligence.
Andrew Titley
Co-Founders
Andy is a Chartered Engineer (CEng), Fellow of the Institution of Engineering and Technology (FIET), and a veteran leader in energy, transportation, and telecom infrastructure. With over 30 years of experience across the UK, Europe, and the Middle East, Andy has worked in senior roles with Network Rail, Parsons Brinckerhoff, Siemens, EDF, and Balfour Beatty.
He’s known for his ability to lead delivery in highly complex environments—whether turning around £350M nuclear projects, managing multi-national transport alliances, or delivering high-stakes power and telecom programs. His background in the military shaped his leadership style: decisive, grounded in integrity, and relentlessly focused on results.
Andy’s approach blends deep technical understanding with strategic foresight. He excels at building collaborative ecosystems that align contractors, clients, and regulators to unlock high-impact outcomes. He’s also a respected mentor, having developed leadership capacity across multicultural teams and helped transform project delivery cultures in sectors ranging from rail to nuclear.

Co-Founders
Drew is a transformational executive, entrepreneur, and investor with a proven track record in scaling and exiting infrastructure ventures. Over three decades, he has held C-suite roles across water, fibre broadband, and energy sectors—most recently as CEO and co-founder of Upp Corporation, a telecom disruptor acquired by Virgin Media O2 in 2023.
As a hands-on leader, Drew has consistently driven results in regulated, capital-intensive industries. At Affinity Water, he led £377M+ in capital investment programs while improving customer satisfaction and operational performance. At Gigaclear, he helped secure over £600M in financing to support full-fibre rollout across the UK.
What sets Drew apart is his ability to navigate both the boardroom and the field—engaging effectively with investors, government bodies, and operational teams alike. He’s led transformational change initiatives, managed large-scale M&A processes, and built high-performing teams aligned around culture and strategic clarity.
With Drew at the helm, Quantellia-DI brings not just AI and data—but decades of insight into what it truly takes to make better decisions under pressure.
